Unplugeverything from the motherboard and short the green wire to any black wire with a paper clip or other metallic item/wire/cable. If the PSU turns on it's an issue somewhere else. If it does nothing your PSU might be faulty or there's a short somewhere. (If the PSU is shorted on something it won't power on.)
Didnt do anything to it if that's what you mean. We replaced the mobo with an exact new one. Since it's new I'll consider it's bad as one of the last resort for a refund. The old mobo with a new PSU didn't turn on at all. With this new Mobo it at least has a green LED light on it and turns on for a short second before the fan turning off.

NowI have just moved the desktop from the floor back to its location and it won't power on. I've moved it back to the floor where I could open it, and I observed that when powering on the PC, sometimes the PSU fan spins for a split second and the GPU LED blinks for a split second, but then both turn off again and nothing happens.
Youmay wish to try the following which involves opening up the laptop. 1.Try re-seating the RAM modules, see if it starts. 2.Disconnect the battery, hold down the power button for 10 seconds to drain any residual power, reconnect the battery and see if it starts. Here is a link which shows to to open your laptop.
Acommon reason for a motherboard not receiving power is a faulty power supply or loose cables. Another cause can be that a power switch on the back of the power supply unit is off.
